Expediting a Spousal Visa (Form I-130) While in the Military

My husband is in active duty military. we would like to expedite the method as he are going to be leaving for his next duty station within the U.S. on December. can we got to put the expedite letter within the petition package once we send it, or await the NVC number then email them the expedite request?
